The observatory on Taipei 101 always have good views as long as the weather is good. Maokong（貓空）, Sishou moutain (四獸山）and the mountain in the back of Chinese Cultural University are all possible spots for good views.

Depeds, what king view u want to see? If u prefer mountain, suggest to go to 太魯閣 or 阿里山, if you could like to see lake...go to 日月潭!!

If u only spend time in Taipei, don't miss 陽明山 where u can find hot spring and the view of entire taipei.
